El presidente del Instituto de Desarrollo Rural y de la Tierra (Indert), Francisco Ruiz Díaz, inició las tareas para la formalización de tierras en la Región Occidental del país. Desde el Indert estiman que las titulaciones permitirán una inversión de USD 3.000 millones.
La falta de seguridad jurídica al no contar con títulos de propiedad, hace que las inversiones actuales no lleguen ni al 1% del potencial para las fincas productivas de la región, señala el ente rural.
“Al no concretarse estas inversiones pierde el país y en el cálculo rápido llegamos a la conclusión de que la economía puede crecer 2 puntos más, es decir, en vez del 4% en promedio, con las inversiones en el Chaco, mediante la titulación de tierra se podía haber crecido 6% más”, explicó Ruiz Díaz para graficar el impacto que puede tener la titulación de tierras.
Durante su recorrido, se verificaron fincas con expedientes en trámite de entre 10 a 20 años de espera y se divisaron inversiones abandonadas, como tanques australianos de más de 30.000 metros cúbicos, con una capacidad de mantener en sequía a más de 1.500 cabezas de ganado al año.
El Indert estima que la postergación de las inversiones trajo como resultado la no generación de alrededor de 50.000 empleos directos y 150.000 indirectos; además del aumento en las exportaciones de USD 780 a 1.200 millones. Sumado a que el denominador común en todas las fincas visitadas es que la gente dejó de invertir.
